There is a Juniper MX80 boarder with two Uplinks.
Faced with the problem that some time ago sites stopped opening, for example, vesti.ru netbynet.ru.
There are no problems with speed, it is these resources that do not open (sometimes only the site header is loaded).
Helps to solve the problem:
1) turning off one of the uplinks, apparently they have a jamb somewhere.
2) lowering the MTU on the client to ~ 1400
Notes:
1) the problem is observed only on WindowsXP / 7
2) everything works for the "kosyachny" provider from its addresses.
3) pings with the DF flag pass (1472)

The problem is in the reverse route of traffic to you, for example, through TLK to you (91.221.16.24) MTU 1.5k, there will be no problems. It can be seen from the dump that the 1460-byte packet from vesti.ru simply did not reach you. There is nothing more interesting there, apparently you have hung a TCP / Host filter on the dump.
That is, if you set 91.221.16.24 on the WAN of the router (as in a working dump), will everything work?
