How l2tp works?

How l2tp works? In ppp which is encapsulated in gre, l2 is also encapsulated? Those. through l2tp it is possible to forward l2 making one broadcast domain? Or how? If so, does it look like l2tp is similar to the proprietary eoip mikrotik?
