WinXP does not open executable files from network folders on WinServer 2016, how to fix it?

Colleagues, the problem is the following.
There is a domain and file server on Windows Server 2016 x64 and several clients on Windows XP SP3 x32, which cannot be upgraded to a newer version of the OS.
When you try to open or copy any executable files (exe, msi, dll) from network folders or network drives on the server, an error occurs - you can neither open the files nor copy them. There are no problems with archives, text and graphic files. At the same time, everything works with Windows 7 and Windows 8.1 on behalf of the same domain user.
In which direction to dig and how can it be fixed?
There is a suspicion that Win Server 2016 uses some newer version of the SMB protocol and it needs to be downgraded to the old version, since everything worked perfectly on WinServer 2003. And how to reduce the SMB version to 1.0 and whether it will drop the entire system - I can’t find it in any way.

I suspect that the antivirus blocks access to "dangerous" files, because if other files are copied, then at least all should be copied.

What kind of error appears when copying?
What with structure - domain, or the working group?
What antivirus and where?
