Virtual PBX with Ukrainian number and webhook?

There is a task - to organize a telephone number, when calling to which a request is made to some script at the specified address (with the transfer of the caller's number as a parameter).
An example of an ideal service that allows you to implement this (of course, without a Ukrainian number) is Twilio.
Please tell me if there is a "virtual PBX" service with Ukrainian numbers and the ability to set up such a webhook?
