Will the percent get up?
I have in use the motherboard asrock M3N78D on the box, they say they can withstand up to 140 heat release from the processor, and ddr3 up to 1800 MHz. But on some sites it is written that it is better not to install more than 95 tdp percent and they say that over 1300 MHz operas are locked. Also on the site they write they say 16 GB of RAM is the ceiling. Question. Will the motherboard glue the fins if I solder 2 x6 1100t and 4 strips of 8 GB at 1800 MHz into it with a hair dryer? And will it all work? What problems can there be?

It shouldn’t, only 16GB will be visible, plus 8GB the strips will most likely not start, you will have to look for 4x4GB
There should be no problems with the percentage, but you need to install CO with a margin of 20-40W
For RAM, you will most likely have to use XMP profiles, in the worst case, it will start on 1333
