Why is RAM loaded at 40%+ when Windows starts?

Faced with a lack of RAM. A 4GB bar is installed (512MB is taken by the built-in video card). When you turn on the computer, the RAM is loaded by more than 40% (cost win 10). The bottom line is that autoload is configured and autorun is only on one program. Unnecessary services are disabled. The paging file is installed (there is a HDD). And in the task manager, the sum is not typed in this very value.

Loading 1.4 GB of memory under Win 10 is not just normal, it's even somehow small. 4 GB of RAM is very small by today's standards.

do not disturb the system. it's not wine xp. already from the seven, the system works with memory differently and does not try to instantly free it when closing programs. today it even tries to predict user behavior and load the necessary blocks into memory in advance.
The best memory optimization in windows is to add more memory.
