Is there a TaskBar manager for Windows or standard functions for grouping applications?

I need to group apps like so instead of [ Discord | telegram | whatsapp | Viber | VK Messenger | FB Messanger ] there was only one custom hover icon that I could choose what to launch.
I use a lot of programs every day, but the clutter of the taskbar is very annoying, plus always crawling with the mouse in search of an icon, often missing and accidentally launching, for example, Photoshop, which takes a relatively long time to load, also does not bring joy.
I have Windows 8.1 using Classic Shell. Is there any software that can help me make the taskbar more convenient for me (described above)? Or is there any standard functionality for this in Windows and is it worth tearing down the Classic Shell?

Start.
