Why is Access so rarely used in small and medium-sized businesses to maintain a database and automate small tasks?

Why, with a lack of funds for full-fledged automation of processes, databases are often maintained in Excel, which is not intended for this, and not in Access. Is this product viable? Where to look for specialists with experience in automating routine tasks in Access?

Used in the West. The specs are right there.
In Russia, the office suite is Word and Excel. After this software, no one understands and does not want to.
But 1c is promoted in every city, they know about it and it is pirated very often and inexpensively.
A business is faced with the choice of 1s for 3000 with a ready-made configuration or its own system for access for a lot of money given to a rare specialist who may refuse to support.
Nowadays, more and more automation is being done on the web.

As already said, there are not so many access specialists, and it’s crap (according to my own experience). To automate routine tasks, 1C is sharpened much better + it’s not difficult to find specialists.

Excel is simple and obvious.
Unlike Access.
How much does an office cost?
And how much does the 1C: Enterprise system sharpened for this task cost?
Do you really think that the average business should be automated through Access?

Now there is more craving for server databases, for example. MySQL.
