Rosteleokm does not conduct the Internet, they say there are no technical conditions. How to explain that they are wrong? Or am I still wrong?

In short panel house 5 floors 4 entrances.
I live in the 3rd entrance, 5th floor. From the first to 1 to 3 entrance ~ 40 meters.
from floor to ceiling ~ 2.5 meters.
At the bottom of the entrance is a provider box.
On the 3rd floor there is a provider outlet.

From the first floor to the fifth floor there is a plastic pipe in which network wires dangle on the floors of the hole in the pipe so that these wires can be carried to the apartment.
An aunt from Rostelecom said they say there are no technical conditions, the Internet can only go up to 38 apartments (3rd floor).
Why is there no specification?
And is it possible to put a router in the entrance according to the law?

This is not an ISP outlet. This is a distributed telephony shield.
It comes with a telephone cable for xx pairs (maybe a dozen).
If all the couples are already occupied by someone, then there are no technical conditions.
The telephone cable, on the other hand, may also not go directly to the server provider, but to another distribution board, where everything is also busy, so out of ten pairs, not necessarily all can be used.
Secondly, it is not known what goes in these wires and how it is distributed. This is not optics, that the distance is almost on the drum. This is an ordinary telephone pair, with modems, there may be problems with ports and quality, and the channel may be narrowed.
In general, listen to my aunt.
