An interesting startup is going to implement a front-end in Javascript. The task is complex and interesting enough to interest a professional.

As the founder of one startup (not a toy website, but a manufacturer of a product that is used around the world by global companies), I will say that it is almost impossible to find employees for %%. What to do?

1. Find a talented student and offer him a small fee (we're talking about 300-500 USD per month if you don't know the length of the development process). This amount is comparable to the money for hosting, test equipment, etc. Therefore, it can be considered a "free" solution.
2. Take a successful programmer who has done more than one project as a share. Of course, you will have to give a large share of the company to such a person - if you can convince him to spend a few weeks or months of his time (perhaps after working hours).
3. Go open-source. close design, etc. Open engine. In any case, the code is only part of the project. Ideas, implementation, communication with the audience are 60-80% of all success.
Any self-respecting proger periodically looks at hh.ru, etc. and monitors the job market - go for it, but no one is looking for a job for free, except perhaps out of boredom or under the influence of magnetic storms.
A professional can be attracted by exceptionally good pay, or by combining pay and interest. For one percent, theoretically, a person can agree to participate (some acquaintances began to cooperate in this way, but then they all regretted it).
Everything is elementary here. Post your proposal and project description on several relevant programmer forums (thousands of them) and wait.
Our people like to participate in adequate free projects. For one, you will find out how adequate your project is.
Just a percentage will not give proper motivation. If the project is long enough, it is difficult to force yourself to work for free for the sake of a hypothetical future. If you attach a good description and some additional reward, then there will be more chances.
