Is the list of bad clients an idea for a startup or is there already one?

At the request of my friend, the owner of an online store, I made a simple service in which the seller can anonymously store his database of "black" customers. ( see here )
How it works now:
1. The seller A. registers, confirms his email address and can use service.
2. Seller A. adds a new buyer to his black list and this buyer is automatically visible in the search parameters
3. Seller B. doubts the honesty of his buyer and wants to check reviews about him from other sellers.
4. Having opened our service, Seller B. enters the buyer's data available to him and receives his average rating and point rating (without knowing which sellers set the rating).
5. Based on the received data, Seller B. decides what strategy he will take in relation to this buyer.
My friend thinks that the owners of online stores will be interested in such a service. At the moment, only two sellers use the service.
Due to the disagreements in my head, I decided to ask the question: Is it worth promoting such a service? Will he fill his niche?
There are no plans to invest in the service.

If someone already needs such a service, then do it. You need to write letters to store owners with an offer to try this service, you can get normal feedback.
Such a service without moderation and an open source of reviews will be a black PR tool.
This is not so relevant for buyers, but nonetheless. Our company is constantly looking for new sellers, as very rare materials and products are needed. If our competitor orders a hundred bad reviews on your service, then he can seriously undermine our work.
Of course, if we are talking about blacklists for taxi drivers (they call and don’t go) or for pizzerias (they don’t turn up at the address), i.e. about individuals - then such lists of the company themselves maintain. Online stores of familiar things, of which there are a lot, fight for each buyer, and are unlikely to refuse a sale based on the feedback of another seller. However, they may ask for at least a minimum prepayment - this will probably work.

Sorry for the snobbery, of course, but: usually, when a user registers somewhere, he is told that his personal data will not get anywhere.
Here, you don’t just give a person’s personal data to someone else, but also want to put him on a black list based on some of your criteria.
That is, I come calmly to Yandex.Market, choose an iPhone, choose an iPhone, choose the best and cheapest seller based on reviews, go to his website, and they tell me: based on data from Vasily Pupkin Inc. you are blacklisted and cannot make purchases in our online store. We apologize.
I think that such a service will bring legal problems if someone finds out. Otherwise, no one will use it.
PS I sincerely do not understand how you can rate an individual as a "bad buyer". Online stores are struggling and spending budgets to attract them and buy from them, and you just offer to "cut off" the audience that is ready to make a profit. I don’t even know, maybe I somehow misunderstood your idea.
So a bad buyer will change his contacts.
In general, I do not see the point in such a service.
In my opinion, such a service can be very useful for a certain group of sellers B. They can get a significant benefit from the service by filtering out potentially unscrupulous customers.
However, both false-positive and false-negative results of the analysis of a potential client can occur, thus. there is a possibility of receiving negative reviews already to the service itself. A more complex algorithm for calculating the rating of the buyer is needed, for example, taking into account the time of the transaction, the seller, the type of goods, the price, and the placement of the appropriate weighting factors in the formula.
You can also note that this service is not useful for Seller A. This seller is only wasting his time filling the base of unscrupulous customers. There is a danger that all salespeople will want to be in the role of B, and few in the role of A, so. the base will be updated weakly. A system is needed to motivate sellers A to replenish the base and / or automate this process.
2 problems need to be solved:
- personal data
- the motivation of sellers to fill in the database
, because when the seller has already been heated up by an unscrupulous client, adding him to the database to help others is a rather weak motivation.
in general, when reaching the proper critical mass, this will allow some extremist buyers to go a little.
personal data is not disclosed. just collecting statistics. When the buyer contacts the seller, the seller knows some of his personal data (mobile number) and uses it to check the statistics of this user from other sellers.
Keep in mind the possibility that if some entity finds itself on such a "black" list, then it may well file a lawsuit against you (as the creator of the service) to protect its business reputation (which, in its opinion, was damaged by the fact that similar list).
In this case, you will need to prove that your service is not responsible for storing such information and that the claim should be brought against a specific seller (user of your service), and not against you.
