What memory latency parameter is measured when testing in AIDA64?

Which memory latency parameter is measured when testing in AIDA64:
Row Cycle Time (tRCmin), Refresh to Active/Refresh Command Time (tRFCmin),
or Row Active Time (tRASmin) ?
On a computer, when testing the latency of Kingston 1600MHz DDR3, latency is 140 ns, and according to the technical characteristics, the parameters are:
Row Cycle Time (tRCmin) = 48.125ns (min.)
Refresh to Active/Refresh = 260ns (min.)
Row Active Time (tRASmin ) = 35ns (min.)
One memory bar works in single-channel mode. Is this a normal result, given that in a laptop with DDR3 1333Mhz memory, the delay is 80ns also in single-channel mode, and at home, DDR3 1600Mhz memory working in dual-channel mode gives a delay of 55 ns.
Do I need to change this Kingston 1600MHz DDR3 memory bar with a delay of 140 ns to another, the warranty period has not expired yet, and there are no bad sectors in the memory.
