What is this display problem called?

Please note that when you move the explorer window, the desktop icon (this is clearly visible on the example of the blue part of this icon) leaves a short blue trace, as it were. This "leaving" of trails shows up everywhere, that is, all the windows that I move and their contents seem to leave such a trail when moving, which is especially noticeable when moving quickly.
