RDCMan under Win10 1803 does not work, error 4359?

strange thing
RDCMan worked fine under Win7,
but here on Win10x64 it doesn't work, it
gives error 4359
who faced it?
I connect to other computers with Win7 and WinXP
mstsc also did not immediately connect, but they figured it out and now it works.
