Most likely, you have some kind of left assembly of Windows, if the Store is cut out there, and a lot of other things are probably cut out with it, because of this problem.
It is better to reinstall Windows on a fresh one, downloaded from the official Microsoft website.
Normal Windows 10 Home does not stutter and behaves exactly like Pro, only some of the features are missing from it.
