Mouse and keyboard not working with certain features on Windows 7 x64 installer?

Motherboard based on H410 M chipset
Processor Intel Core i5 10400F
The keyboard and mouse are connected to the rear USB 2.0 port, they themselves are working fine, because they work on Windows 10. I put Windows 7 on the second HDD as a second system
In the BIOS settings, intel xHCI is disabled , Fastboot is enabled and everything connected with USB The Windows 7 x64
installer starts, but the cursor is not even drawn. The keyboard seems to be showing signs of life, since the LED responsible for the on / off Caps works, and when you click on Caps, it turns off and on, respectively , but Windows itself does not process any inputs. Also
I tried to install another assembly with integrated USB 3.0 drivers and all sorts of pre-installed garbage, in the end everything worked in the installer, but when Windows started, the same story happened as with the original image installer, only the cursor started to draw, but no more .
Among other things, having searched hundreds of forums, I came across the fact that you need to enable PS / 2 simulation, but I simply did not find such a setting in my BIOS, the BIOS as a whole is somehow meager in functionality.
I tried to do all this with the BIOS of the first version (F1), and then with the latest one (F3) - no difference.
I will be very grateful if you share the solution to this problem, for I am at an impasse.

@gpalm

This chipset has only XHCI USB controller, while Windows 7 has only EHCI drivers. Therefore, both during installation and after, there may be problems with the drivers. Find a PS/2 keyboard or mouse, use them to download and install XHCI drivers on your system.
Or yes, find a normal assembly with integrated XHCI drivers.
Any manipulations in the BIOS do not make sense, EHCI will not appear from this

@Tabletko

And it will not work, there are no drivers for win7 since the 8th generation intel core processors
