TCP / IP filtering, Windows XP how to do it from the command line?

How to add/remove port in these options from CMD command line? Or PowerShell, vbs? The main thing is not through the GUI.
Network Connection -> Properties -> Internet Protocol TCP/IP -> Properties -> Advanced -> Options -> Properties
Here's how do I enable filtering and allow certain ports?
