Programs for handwritten notes / abstracts for windows?

A requirement for the program to be able to choose the size of the canvas area, export to svg, the ability to insert pictures and your own template for the canvas, like a notebook in a cage.
I rummaged through everything, but onenote cannot be exported, xournal++ cannot embed pictures. Goodnote for ipad is not comme il faut, since you don’t want to take a tablet for the sake of one program. Even browser programs when typing "edit svg online" in Google have such tools, but not PC applications.
I think it's already easy to take notes in illustrator, but I can't set the exact size of the brush in mm.
