Offline notes in OneNote?

Can't take offline notes/notebooks in the free version of OneNote?
When I try to create an offline notebook (on a local drive), OneNote writes that in my current version it is not possible to create offline notebooks and directs me to a site with descriptions of different versions.
The feature description site for different versions of OneNote is confusingly written about the available features of each version.
Tech support doesn't answer.
Please clarify the situation.

2010 definitely knows how, perhaps a new "Cloud" version has been loaded that does not want to do this.

I have a free version and take notes offline. The only thing is that you cannot create sections and notebooks. I don't think it depends on the version
