Suppose a situation, I opened a page with technical documentation. In the documentation, I noted for myself some points and I noted these points for myself.
I closed the page and after a while I open the technical documentation again and have to read it completely again.
Is there an application that allows you to mark places in technical documentation for quick page navigation?

chrome supports copy to selected text, copy to your notes... documentation link...
there are different web clippers in evernote\notions. try them
