What are some good note-taking programs that meet the criteria listed in the table of contents?

Requirements:
1) Ability to move an element/row up or down in the list (hierarchy). Like Wunderlist.
2) Possibility to put tags.
3) Availability of a client for mobile platforms.
4) Availability of a desktop version for Windows.
5) Ability to work offline.
6) Availability of a web version.
I would like to use everonte, but you can't change the position/hierarchy of lists inside notebooks. If I'm wrong and it's possible - write how to do it please.

Not sure about all of the above criteria, but try Google Keep

one note.
You can move both lines and build / change the hierarchy of notes: notebooks->sections->Pages->Subpages at several levels.
Everything else is there too.

Why didn't WunderList arrange it?
- Manage It
- Trello (android client can't be offline, but has trelloid), also sync with evernot via zapier
--
- Todoist (PAID features: #tags, autobackup, reminders, SEARCH), also sync with evernot via zapier
- Remember The Milk (free version only syncs once a day)
