What is the best note taking software?

I ask you to help me find a program for storing notes, because an hour of googling did not lead to anything, not a single program fits the requirements:

  1. Storing text with full formatting (tables \ pictures, etc.) and the possibility of normal insertion from Word and the like (not as an image with text)
  2. Ability to store or attach documents of any format to a note (word \ excel \ zip, etc.)
  3. Work in OFFline without the Internet and the desire to get into it at all (there is no Internet where you need to use it)
  4. Quick launch and work (you need to be able to open, copy-paste a cloud of information there and close in a couple of clicks, and edit in your free time)

I have already begun to write my program out of hopelessness, but there are several stones that cannot be won yet.
I ask to help who came across, are there really no programs that satisfy the seemingly obvious requirements?
ps all these requirements are met by the old One Note, but it has a huge minus - sheets of infinite width and scrollers that live their lives, which terribly enrage, because they always rewind the page with a note to God knows where and spend time until you put it all in order .

Paid Evernote. Although I use it in conjunction with Google Keep.
