Optical fiber and media convector - what could be the problem?

There is a problem with the fiber. A line was laid and welded on both sides in a cross. Optical fiber - single mon. Checked with a laser pointer and made reflectogram. I connect media converters from both sides - the link does not rise. If you connect them directly with a patchcord, I work. Optics distance - 270 meters. The power of the converters is 20 - 80 KM. Could this be because they are too powerful? I connect without an attenuator.

Yes, of course, due to the fact that they are too powerful, as an option, you can burn the converters so
when connecting them, special attenuator devices are used to connect such converters at short distances, if their name serves me right.
On some converters, you can lower the power with a switch, but this is rare.
