There is a recently assembled computer, PSU - Zalman ZM700, motherboard MSI 970A-G46.
When recording a voice from a microphone (a4tech bloody g501, usb), a loud hum is heard on the recording. It has been experimentally established that the grounding of which is not in the sockets is to blame (If you touch the computer case with your hand, the hum, respectively, disappears)
The apartment is rented. Part of the sockets with grounding antennae, apparently, is fake - the hum disappeared, connecting the computer (through 2 outstretched surge protectors) only to the socket in the kitchen, where an electric stove with a 3-pin connector is installed nearby (it also turns out to be a fake in the bathroom).
Actually, help me understand:

• If you buy an external / internal sound card like asus xonar, will the problem disappear?

If you do not have a normal ground and power supply, then an external sound system will not solve the problem (although it can smooth it out). Because of the unstable ground, your power supply "walks" a little, which is extremely critical for an ADC in a sound system.
