Is there an independent definition of work responsibilities?

Good afternoon.
The question may be strange, but what do we have.
He works in a branch of a fairly large federal organization, in the service dealing with communications, process control systems, IT and other related issues.
The head of the service has an original attitude to the distribution of duties between the departments that make up the service, and is firmly convinced that the employees of the service should themselves agree on their duties, their areas of responsibility (in the person of the heads of departments). The head of the department in which I have the happiness to work also shares this point of view and believes that the leaders of the groups that make up the department should also agree on who is responsible for what. At the same time, there is no clearly defined list of works.
My level of knowledge and experience in managing service departments in the past is not enough to comprehend such an approach to management.
Attention to the question: what management methodology are guided by the above described managers, and in what literature can you reveal it in more detail for yourself?

The management methodology in large federal organizations is simple:
1) The authorities are not specifically responsible for anything, everything is dragged by subordinates.
2) In which case, the switchman will be responsible for the chain.
3) The initiative has an initiator, so specific tasks are never set.
4) If something necessary was not done, the subordinates are to blame: they did not report, did not foresee, did not plan.
5) When everything goes to cover with a copper basin, the technique "Transition to another office with an increase in salary" is applied.
