Is it possible to remotely register a Russian SIM card for citizens of other states?

Maybe there is an opportunity to legally get a SIM-card being a citizen of Ukraine and not being on the territory of the Russian Federation?
Well, for example, you can get a Yandex.Money card remotely. It is enough to sign the documents, notarize and send to the Yandex office. Is it possible to do something similar and get a legal SIM card?

Now the rules for issuing sim cards have become tougher. Even various collective farms that sell non-public tariffs require a scan of a passport + a scan of a passport with a delivered card to activate it.
In this version, it can work out: we order a card, providing the address of a friend, we pay - the card is brought - the friend forwards it to the right place - we take a picture / scan the card with a passport, send it - the card is activated.
True, there is a bunch of rakes: I activated the card in this way, everything is fine, but the personal account was not available, I had to drop in with a passport to the nearest salon ... there the boy lowered his eyes ... a day later I got access but not there ... I had to go back to salon ... For me, this is uncritical, because. salons around me like mushrooms ...
An alternative option is to negotiate with the owner of the corporate tariff so that he allocates a sim card. Many opsos even have schemes of a kind of "alienation" and isolation of such numbers / cards - i.e. the tariff is corp and is coordinated by a certain company / individual entrepreneur, but one or several cards have their own separate personal account, which is personalized to a real user.

I dare to suggest that for this you need, at a minimum, to make a power of attorney for your representative on the territory of the Russian Federation. But in general, the question is not a profile one, go to lawyers.
