Is the provider obliged to allocate an individual IP to each user?

Is the provider obliged to allocate an individual IP to each user? My ISP assigned more than 100 users to one external IP address (this one is 31.44.247.2). Is it legal? Shouldn't the provider allocate an individual IP address to each user, even if it's possible and dynamic.
