Simcard in Russia without roaming for a foreigner, which operator?

Hello. We live in Estonia, we are going to go to Russia, to Rostov-on-Don. You will have to go through all of Russia. Naturally, mobile Internet will be needed on the way. At any point of sale, from any operator, you can purchase a prepaid tariff plan.
It is better to choose an operator based on what kind of telecom operators your relatives have.
Specify the tariffs for outgoing calls within Russia separately. Sometimes they are included in the "basic package" of calls (for a fixed monthly fee), and sometimes they are charged at a separate tariff per minute.
Incoming calls in Russia, as you have already been told, are free.
Well, also look at Internet tariffs by analogy with outgoing calls (included or not in the package), how much they cost.

You can get any SIM card for an Estonian passport. Almost no one has roaming within the network now.

Some opsos charge up prices for calls (incoming and outgoing) of other opsos. MTS often sins with this.
