Actually there is a provider, the provider does not even have its own website, there is no way to change the provider.
The question is, is there any way to find out if the provider has peering with any other providers?

Yes, find out the AS of your provider, look for info on it in the ripe database and on radar.qrator.ru .
Only most likely there is no peering (there is only uplink). And the purpose of the search for peer partners is not clear.
