How to enable mobile subscriptions in your application?

Dear men!
Tell me, please, in some Android applications there is a rare way of monetization, namely: subscribing (or one-time payment) from a mobile phone account. I tried to consult by phone with the telecom operator Tele2. But however, I found out that the operator does not provide such a service. However, many applications use such payment with the support of popular telecom operators, such as Megafon, Tele2, Yota, Beeline and MTS.

How to organize a similar scheme of app monetization?

(Often, such a payment system is used by some mobile offers that work with webmasters (arbitrageurs) through CPA systems).

I also know that there is a separation of types of subscriptions:
  • when you need to enter a number and confirm by entering the code that was received via SMS
  • when just entering a phone number is enough
  • when it is enough just to press a button on a site / application (like called WAP Click).

I'm not sure, but maybe it's also called billing. Right!?

For a good complete answer, I will smile, put a like! And I will choose the most useful answer as the solution!

The operator has a platform (CPA - Content Provider Access), the platform has an API, its partners (CPA networks) have a software module that pulls this API. CPA is again connected via API to billing (accounting for funds on your account with the operator), when subscribing, money is debited from your personal account through billing. On the other hand, your application accesses the affiliate CPA network. The scheme is as follows: operator billing - operator CPA platform - affiliate network - your application.
