Is it possible to use the Internet hidden by an android?

In the connection settings, the mobile Internet is turned off and in the data usage statistics it appears that 0 KB has been transferred. At the same time, the operator periodically writes off money for using the Internet. How to check if there was no Internet connection.
Android 4.2.2

Probably using A-GPS to determine coordinates, which eats up some traffic

If rutted - put a sniffer.
But the results of the sniffer on OpSoSa will not work in any way, unfortunately.
You can also conduct an experiment - delete the access point in the settings, i.e. then the phone will not be able to use the mobile Internet with all the desire. If the operator counts again - write a claim.

Bucket a priori can not eat traffic when data transfer is turned off.
There are some processes in it that climb into the Internet, but this is only when the transfer is on.
You have three options.
Either you have data transfer enabled,
or the tariff plan itself includes the removal of a monthly fee, regardless of the use of MI,
or the provider is a little crazy.
