I have MS-DOS 6.22 live with Volkov and I want to install Win95 or Win98.
Is it possible to put it on a USB flash drive without harm from a PC

No. You will not find a single driver for your hardware. Use Virtualbox.

I do not know a single program now that cannot be started on modern operating systems.
It seems to me that most of the problems have long been resolved :)
If you are not very sure about the hardware, stop at win7, at least.
And rightly said - you need something old, use emulators / virtual machines.
