DDoS websites somehow prohibited by law?

I was just wondering if this is punishable somehow? If punished, is there any time to file a claim after the attack? Well, for example, a server was put on me a year ago, and now I just wanted to apply (I mean the usual spam of packages). And then even if they find who did it - how is it proved?
And the little things are just interesting ... The site can be put simply by going to it. Is it someone's fault that he loaded the site page several times and thereby put it down (just an example)? Or the incorrect use of some programs, for example, the same site API when writing your application.
Well, it’s even good if someone, for example, purposefully attacked the site and at the same time did not bring any losses or harm to the hardware, but simply knocked it out with packet spam for two or three minutes, does the law also work in this case?

Yes, in terms of the Criminal Code, DDoS is unauthorized access resulting in the blocking of computer information ( Article 272 of the Criminal Code of the Russian Federation), it also describes the options for punishment depending on aggravating circumstances, incl. damage. Damage and motives are taken into account to determine the severity of the crime and the choice of punishment, but the fact itself is sufficient to qualify the actions as criminal.
Whether an act is criminal is determined by the court, usually on the basis of expert opinion. If the blocking resulted from unauthorized access without any intent (just walking through the pages in the browser), this will not be qualified as a crime. If there was intent, then it is definitely a crime.
