I can't register for PayPal - access denied, what should I do?

I've been scrolling through the comments since 2014, everyone complains about this problem, and the representative, like a wound up, keeps repeating the same thing , in the style of "HZ why is this so, we are trying to find the reason", and people advise a lot of things, and all of this is refuted by the next ones who tried (change dns, clear cache / cookies, even reinstall the OS).
Who will say what?
