Do I have to pay taxes when withdrawing money from Payoneer?
Recently started working for Upwork. As it turned out, withdrawing money from there is still hemorrhoids, and they will also rip off a bunch of commissions. Now I do this: I transfer money to payoneer, from there I withdraw it to a dollar account. Do I need to pay taxes on this, can they somehow track it?
Or is it better to order a payoneer card and transfer cash to the account?

Of course you do. In general, you don’t need Payoneer in this option, just make a wire transfer to the account (of course, you will need an IP, etc.)
If you want to use a Payoneer card, then don’t tell anyone about it, don’t pay in stores and just don’t don't shine. Money came - went to the ATM and removed.

Different countries have different ways available.
If you have the opportunity to order a Payoneer card, you can withdraw it from ATMs and not declare anything.
If a withdrawal to a bank account is used, then in most cases there will be no problems with small amounts.
If the amounts are large and payments are frequent, it is better to register an individual entrepreneur (in Ukraine, a FOP) and withdraw legally, pay 5% and do not take a steam bath.
