Hello, I work for upwork, I live in Ukraine. I issued a Pioneer card (Payoneer), all commissions eat a decent amount of money, which actually does not suit me.

1. Withdraw money through Skrill .
Payoneer is the worst option.
When withdrawing from Upwork to Skrill, a one-time payment of $1 is deducted, and when withdrawing from Skrill to any bank card (pre-registered in your Skrill account), approximately $3. And you will already cash out from the card in the usual way, without additional payments as in Payoneer. The main thing is to register an account that is in dollars. And then you will also lose a lot of money when converting.
2. Try to set the withdrawal interval.
Do not withdraw money whenever you want. Accumulate in advance the amount of money that will be enough for you for a month so that you do not need to urgently withdraw money from Upwork. Organize it in the form of "once a month", "once every 3 weeks", etc. Then save on all sorts of different payments and commissions. For example, I set automatic withdrawal once a month on Upwork. And he himself sent money to Skrill at the end of the month. And from there he himself took out when necessary.

Specifically, in Ukraine, the scheme is simple - a Privatbank VISA card in the desired currency (euro or dollar, I have euro). Withdraw not to the account, but to the card. To the account - it will go through swift, fly in for a commission (although it goes much faster, 1-3 days, more often 1 - I use it if I need a relatively large amount and urgently). It takes 5-7 days per card, losses are minimal (see @Asim's answer).
I withdraw to Privatbank, specially opened a dollar account. I get in dollars, you can also withdraw in dollars at the box office. And with a card (also dollar) you can pay in stores and withdraw from ATMs. True, only in hryvnia at the exchange rate for the current day.
Perhaps the option "Withdraw funds to a local bank account" is suitable for you (withdrawal to an account in PrivatBank in local currency is currently available for Ukraine). For this transfer, only a conversion fee is charged - 2% of the amount being converted.
