I can't activate my Adobe product, what could be the reason?

Your organization has purchased several Adobe products.
I reinstall one of the workplaces (Windows XP sp3 x86), which had Adobe Photohop CS6.
Even at the installation stage, after entering the serial key, the installer reports:

(Although the network is working fine. And the sites open and Windows was updated.)
And after successful installation, we launch Photoshop:

you can select "Login later", download Photoshop and try activation from it - we will get it's the same window, no matter how many times you try it!
Thus, I can’t even try the option with activation through another computer - there is no where to enter the request code generation mode.
(The time zone is set correctly, the time itself is synchronized)
Who faced similar or there are ideas how to activate the given copy of a distribution kit?

Rearranged the system. Antivirus did not install, only updates - again the same thing.
I'm sorry for some update.
Although in the same LAN I installed it on a similar computer with HP, in theory with the same updates - the installation of Photoshop normally reaches the Adobe account login window ...
We need to pick updates further ..
UPD: In general, yes - the problem was in the updates. I have a Critical Update Package a la post-sp3, somewhere in it there is a problem.
Clean system + updates via native updater = Adobe activation works

If yes, then you need to clean the hosts file from prohibitions on accessing the Adobe activation server.
Save the current version of the file just in case, open it in notepad and delete everything related to Adobe.
