Where - depends on the task for which the tool (software) is selected, and not vice versa. If the icon should contain a photographic raster element, then you need Photoshop and it’s easier to make patterns in it, but you can forget about scalability, here is a vector. As for patterns (backgrounds), I personally do these in PS. Create a file, at least square, at any size, draw everything you need, then Offset from the filter menu and shift everything that was along the edges to the center and draw the central part by looping the image. This is a very rough guide. Search in the hum: photoshop offset
