How to remove financial restrictions on Upwork?

The situation is this. There was a dispute with the customer. A dispute was opened, which he won. After that, the following message appeared on upwork:

Financial transactions for ********** have been limited. Please check your email for additional information or contact customer support.

Now I can't withdraw my money (fortunately, I only have $10 left on my balance). In addition, some functionality of the exchange is blocked, such as sending applications for projects, the My Stats page, changing the profile, and some more.
I opened a ticket in support twice already and each time I answered with a template "we understand your problem", and after 2 days - "how do you rate the support?". Apparently the tickets automatically go into the Solved state.
The account is about a year old, almost 30 projects have been completed, reviews are good, JSS has been in the region of 95-97% over the past month. Therefore, I do not think that the administration can take any serious measures like a ban. What further actions can you recommend to resolve this situation and how else can I contact the Upwork administration?

Access to the Help Center was also blocked for me (so I could send tickets only without authorization ). When I log in to it through my Upwork account, I'm redirected to Upwork itself. The redirect URL has this: Cannot log in suspended user

Chat always helps me. So I write, they say, puzzled by the fact that the ticket was marked as resolved, although there is no solution. The chat manager, in my experience, resolves issues faster.
And in the solved ticket I always leave a review that I am not satisfied at all. And so several times the manager contacted me, opened the ticket again and apologized.
