How to raise a site on onion?

I used this article zadumchiv.blogspot.ru/2011/03/onion.html
In the torrc file in the torus folder I wrote:

HiddenServiceDir C:\Program Files\VertrigoServ\www
HiddenServicePort 80 127.0.0.1:5222

And in the httpd.conf file I replaced 80 with 5222 in the lines

#Listen 12.34.56.78:5222
Listen 5222

Tor starts up, but at the request of localhost:5222 it writes either The connection attempt failed
or The connection was reset after a time.
Doesn't create anything in the C:\Program Files\VertrigoServ\www folder.
It is interesting that if you specify in torrc HiddenServiceDir C:\cite(just created a random folder), then the files and hostname and private_key appear there. otherwise they do not appear. What to do?
