How to open a file in TrueCrypt after reinstalling Windows and reinstalling TrueCrypt?

Good day to all, ladies and gentlemen!
Situation: Windows 10 laptop had TrueCrypt. TrueCrypt itself was installed on the C drive, the data file was on the D drive. Worked with the file without problems.
For a number of reasons, I had to reinstall Windows (strictly licensed, but from a different distribution). When reinstalling drive C was formatted, drive D did not touch at all. After re-installing TrueCrypt (to drive C - i.e. the configuration remained the same) I tried to open my file again.
I get the message:
" You do not have permission to open this file. Contact the file owner or network administrator for permission ."
Note that this happens before the password is entered!
Question:
How can I regain access to my file?

You need to reset the file permissions for the new user, see file/folder properties

You interfere with the rights of the file system. Apparently there was a restriction on the file who can read it, after installing the system, your user ID no longer matches what it was.
Reset the permissions for this file.
