And if so, do you need to conclude an agreement with a visa or a specific card issuer?
Why: for example, financial accounting services that automatically receive information about debiting or crediting money from a card and offering to describe an expense/income item.

I think this is more of a legal issue than a technical one. Technically, everything depends on the bank, in my bank I can easily track transactions, so I don’t see any problems in technical data transfer
