Is the Visa Electron card of Halyk Bank of Kazakhstan suitable for registering a Google Market developer account in Kazakhstan?

You need to register as a developer on Google Play. To pay 25 bucks, I use a Visa Electron card from Halyk Bank of Kazakhstan, a tenge account in an envelope for dollars is enough, but they require another card to be used. Is it possible to register a developer from Kazakhstan or the card does not fit?
