There should always be a specialist who can evaluate the candidate from the technical side and there should always be a specialist who should evaluate the person socially.
One without the other can go like this: "A good specialist, but a moral freak who will not take root in the team" or "an excellent employee in social terms, but a bad IT specialist who just brazenly lied to you, but you didn’t understand anything."
- I understand that I want to eat a fish and .... sit down. But it can usually cost you more in the long run. Therefore, as already mentioned above - a personnel agency. Or dance with tambourines and look for acquaintances, acquaintances.

Unfortunately, in reality, no. Just start to understand the area yourself. But here lies the Dunning-Kruger effect .
So the only working option is to find a person whom you trust for one reason or another (an acquaintance, an authoritative famous person, a well-known company). But the risk always remains.
As yurygolikov correctly said, first you need to write a technical specification. Doing it right on your own without experience is unrealistic, so you need a business analyst to write technical specifications (and this work costs money). An experienced analyst can say the order of cost with a spread of several times even without a detailed technical specification.
At the same time, everything is complicated by the fact that there is really no objective cost, different developers will take different money.
For example, developers with a good reputation will charge more (sometimes at times), but with them the risks of failing the project are less. A freelancer from the outback will agree to do something for a bowl of rice, but the risk that he will do nothing, do it with terrible quality (or simply can’t do it better) or simply disappear halfway through is much higher.
So it’s better to decide right away - you 1) reliable, high-quality, qualified and expensive, or 2) risky, bad and cheap.
