How to create cache with 3-4 levels on Windows?

I read an article about ZFS,
it seems like it uses several levels of RAM-SSD-HDD
How can this be achieved in Windows?
A few more thoughts about the Hierarchical memory model (slide 28 shows as many as 6 levels) here ,
about 3 cache levels on the processor and about slow RAM memory leading to processor idle.
Another thought there is that the whole problem is slow data transfer, i.e. e. compress-transmit-decompress faster than just transmit (slide 55), although it sounds somewhat paradoxical.
