How to add new keyboard shortcut in Webstorm?

Tell me who knows how to add a keyboard shortcut to navigate the pop-up menu down - up in Webstorm instead of the arrow keys.
Can this be done inside Webstorm or do I need to install a third party application?

Can be reassigned in the settings: Preferences/Settings | Keymap | Editor Actions | Up/Down .
Note that the settings will also apply to other pop-ups and the editor window in general.
