What is responsible for the operation of hotkeys in Linux?

In the "Keyboard" utility, everything is in order, all keys respond as if alive.
However, the keyboard shortcuts I'm used to sometimes only work on the right side of the keyboard (for example, ctrl + shift + t to open a closed tab in chrome). This combination is not set to program system calls. What's the matter?

If the layout switch is set to ctrl+shift (or any other combination), then hotkeys with this combination do not work. Bug in xorg .
