How to move a window in Windows by any part, not just by the frame?
At home on Linux Mint, I used to use the keys to work with windows:
1.
Alt + Left mouse button to click anywhere on the window and move it
2. Alt + Right mouse button to click anywhere on the window and resize it
Windows do exactly the same. In the distant past, I seem to have met a program that was so capable, but I don’t remember the name.

Everything, the issue is resolved! I found two mini programs just for this purpose. It's called KDE Mover-Sizer . Small and very easy to use, but there are a couple of drawbacks. The program has not been developed for a long time, and also when the explorer window is resized, it automatically shrinks arbitrarily. Although this is also possible due to the fact that an add-on is installed over the Clove explorer. Download KDE Mover-Sizer
