How to make IDE hotkeys work in Ubuntu in Russian layout?

In Ubuntu (I currently have version 16.04) there is such a system problem: in the Netbeans IDE, Phpstorm, maybe also in other editors, hotkeys do not work on the Russian layout. Those. to duplicate or delete a line, save a file, undo changes, you have to switch to the English layout if Russian is enabled.
Gives a lot of inconvenience.
Is there a solution to this problem or do I have to put up with it?
Changing the OS is not an option, because. It was the employer's choice

This is not an issue with Ubuntu, but with a specific skin. Put another one, for example, https://ru.wikipedia.org/wiki/Cinnamon
