How can I make the taskbar be in a different location on the second monitor?

Windows 8.1
A monitor is connected to the laptop. The main thing is the laptop screen. How can I make the taskbar on the connected monitor be in a different place than the laptop screen? For example, on a laptop on the left, on the second monitor below. And can I somehow make it so that it is automatically hidden on the second monitor, and appears on hover?
I did not find such options in the properties of the taskbar, I suspect third-party software is needed.

Disable pinning and move where you want.
And can I somehow make it so that it is automatically hidden on the second monitor, and appears on hover?
On the second one, it will be hidden if this option is enabled on the first one.
The second panel can be completely disabled.
